Whatever regional road planning is happening between
the nine incorporated cities that touch Precinct 2 is taking place
despite the commissioner, not because of her. Failure to adequately
manage the precinct's road bond projects or to participate in any
meaningful planning with the state, regional transportation
authorities, or the small cities, has wasted precious dollars and time.
